EXCLUSIVE INTERVIEW
WITH MB CITY COUNCILMAN
JOE FRANKLIN:

WHAT IS THE BIGGEST LESSON YOU LEARNED FROM THE MOST RECENT ELECTION IN MANHATTAN BEACH?
–The biggest lesson I learned is that people really want to talk about the issues and that we need to find a way for all voices to be heard in a way that’s civil and transparent. Also, I’m constantly amazed at the selflessness of residents who actively volunteer on campaigns. One’s time is the most cherished thing in life and they willingly work to help their candidate. It’s the most humbling aspect of running for office.

FROM YOUR PERSPECTIVE WHAT IS THE MOST SIGNIFICANT PROBLEM FACING MANHATTAN BEACH IN THE NEXT YEAR?
–Sacramento overreach in our local zoning.

WHAT IS YOUR ASTROLOGY SIGN?
–Pisces.

WHAT IS THE MOST SIGNIFICANT CHANGE YOU’VE SEEN IN MANHATTAN BEACH IN THE LAST FIVE YEARS?
–Actually, it’s what has remained the same that pleases me the most – families choosing to raise their families in Manhattan Beach. They are doing it for the same reasons my wife Nancy and I had when we made the decision over 33 years ago to live here. Our own top-notch Fire and Police Department, great schools and terrific city services. Manhattan Beach is a wonderful place to retire as well.

WHAT IS YOUR FAVORITE MOVIE OF ALL TIME?
–Can’t just pick one, there are too many. I’ll list my top five in no particular order (it annoys Nancy that I will stop what I’m doing and watch these movies again and again – and incessantly quote from them as well. Not surprisingly, the same screenwriter wrote two each on my list:) Butch Cassidy and the Sundance Kid, Patton, The Godfather, The Princess Bride and Sleepless in Seattle. Also, for great satire and a message, Defending Your Life.

MB WEEKLY – COMMENTARY:
by Mark Burton

The only way to have a City Prosecutor who will file and prosecute the hundreds of misdemeanors committed each year in our community is to explore adopting a City Charter. It is the only path forward. The current District Attorney is adamant that he will not file or prosecute most misdemeanors committed in Manhattan Beach. Every year, hundreds of these crimes will be committed in our community without consequence. It is reasonable to expect that law and order may erode as the years pass. Worse yet, the natural result is for such crimes to be unreported since our residents and businesses know our police have been handcuffed. If the City adopted a City Charter, we could have our own City Prosecutor, independent from the District Attorney. Our City Prosecutor would be making the decisions on filing and prosecuting misdemeanor arrests in our community. A City Prosecutor would also be familiar with our community and its public safety needs in filing and prosecuting decisions. In other words, such decisions would be made in our best interests, not subject to the political machinations of L.A. County. Finally, a City Prosecutor would facilitate participation in the very effective Homeless Court Program, a restorative justice program that makes sense.

I am as confident as I have ever been that significant majorities of MB residents continue to support so many of the causes I have advocated for on your behalf: Strong public safety. Continued outdoor dining. Robust support of our small businesses. No on Highrose/Project Verandas. Keeping our fire department local, and no rollback of fire-union reforms. Fiscal responsibility at city hall. Supporting an alternative to L.A. district attorney George Gascon, who endangers our public safety.

Correction To “20 Obscure And Interesting Facts About Manhattan Beach”:

–There’s no factual evidence that Manhattan Beach was used as a Native American burial ground. Former Historical Society President Gary McAulay discusses this and the Waikiki sand legend in a myth-busting presentation he did for the MB Pioneers. View It Here
–Manhattan Beach was first known as Potencia. “Shore Acres” was just the name of the railroad station at today’s Manhattan Beach Blvd. and Valley/Ardmore.
–The story of the coin-flip appears to be folklore too. It was John A. Merrill (not Stewart) and his Manhattan Beach Company who purchased land in September 1901 from the Potencia Townsite Company – not Peck. Peck would buy later from Merrill.
–In 1912, Manhattan Beach was the official name recognized by the state of California. Postmaster Virgil Wahlberg petitioned to have the “Beach” added to the postal name in 1927.
–There is no evidence that George Peck set aside land for African Americans. Please see pages 56-57 of the Bruce’s Beach History Report.
–The Bruce’s Beach History report also says (pages 65-66) that while the Klan was active in Southern California, there’s no definitive evidence that it was the Klan who harassed the Black landowners.

The Manhattan Beach Historical Society is open every Saturday and Sunday from 12-3 (except for holidays), and by appointment. We welcome everyone to Join Us.

1. ** I meet a woman who runs a safe house for those who are released from jail, homeless, etc., and other issues in life – eye opener – it’s located in south central L.A. – they need clothes and shoes for these people who have nothing. She has a lot of empathy and a good sense of humor – the place is very strict-in house rules and teaches them chores, etc. So there is hope out there. —- Kathleen Nyhus

2. ** Why has Easy Reader reporter Mark McDermott not been fired? He no longer has any credibility, nor does EasyReader. There are times when a retraction and apology aren’t remotely sufficient, and this is clearly one of those times. The one-sidedness of “Troubled Trifecta” was bad enough. But printing right before the election, with no time to address errors and no attempt by a local paper to contact local people, when making negative, potentially libelous assertions? And then, lo and behold, mistakes were made. Sorry, an apology isn’t sufficient for this level of journalistic malpractice. —- TJ Judson, Manhattan Beach

3. ** Please be leery of Hermosa Beach Massage Envy. Do not get the monthly membership service or let them anywhere near your credit card. —- Marita Kakuk, Redondo Beach

6. ** My teenage daughter had knee surgery last week. One of her teachers stopped by our house with an envelope containing candy and homemade cards from classmates for her. That made my daughter happy to know they all care about her. The teacher went out of her way to do that for my daughter. —- Carla F., Manhattan Beah

7. ** Is it just me, or do we have a sexy Mayor in Manhattan Beach? —- Sandi P., Manhattan Beach

8. ** American public schools need to begin teaching about the struggle between good and evil which defines the Judeo-Christian philosophy upon which the U.S. Constitution is based. No religion is needed. Just a belief in right and wrong and why evil must be aggressively rejected by a just society. —- Darin H., Manhattan Beach

10. ** BEWARE! Thieves at Trader Joe’s on Rosecrans. I was at Trader Joe’s last night around 5 PM shopping, and someone stole my phone and wallet out of my cart when my back was turned. 11. ** The start of the most wonderful time of the year! Two hours of free parking from now through Christmas. It’s a sign to come downtown. —- Linda S., Manhattan Beach

12. ** Rotarian Scott Yanofsky may be one of Manhattan Beach’s most giving citizens without being a major philanthropist. Every week of the year on Thursday and Friday, Scott picks up day old-bread from Gelson’s and delivers it to the Alano Club in Hermosa Beach. And, once a week he buys coffee and bagels for MBs first responder’s. —- Dr. Chris Ullman, Manhattan Beach

The Faces of Manhattan Beach
Meet David LeFevre

Chef At M.B. Post

Chef David LeFevre

HOW DID MANHATTAN BEACH BECOME YOUR “GROUND ZERO”?
–I fell in love with MB in 2004 when I just finished traveling through Asia, Europe, and Australia. While visiting a friend who lived here, I watched a Packers Game at Ercoles with an excellent group of locals that welcomed me as their own! I’ll never forget coming up over the hill on Artesia and seeing the water, then smelling fireplaces burning, and the sun setting. I knew I’d found home in the South Bay. It’s a very special place to me.

WHAT IS YOUR IDEAL DINNER?
–Something soulful with lots of pristine seafood, luscious herbs and vegetables with a bright flavorful sauce. Really though what makes a meal special are the people at the table, so sharing a dinner with my wife, wonderful friends and team is what makes dinner special.

WHAT IS THE MOST CHALLENGING THING ABOUT RUNNING A RESTAURANT TODAY?
–I enjoy the challenge of all the different hats you have to wear from being creative, a craftsman, an operator, a leader, developer and a businessmen and I love my team and I’m inspired by their commitment to bettering the lives of the people around us.

WHAT BOOK MOST INFLUENCED YOUR LIFE AS CHEF?
–Marco Pierre White’s book “Heat” because of its raw unbridled intensity and Charlie Trotter’s first cookbook, I never had seen food like that, so I decided I would work for him no matter what it took.

DO YOU “OVER-TIP” WHEN YOU GO TO OTHER RESTAURANTS?
–No such thing as over-tipping! People are the most important part of any restaurant. I will say I am encouraged to be more generous at a restaurant if I know the entire team gets tipped out including the kitchen team.

(David LeFevre is also managing Partner of Manhattan Beach Post, Fishing With Dynamite, The Arthur J, Local LA Catering and RYLA in Hermosa Beach.)

MB WEEKLY – COMMENTARY:
by Rita Crabtree-Kampe

I’ve lived as high and as low as it’s possible to go. There were times I’d put $10 worth of gas in my tank and other times $50. I’ve had $5 to just feed myself and I’ve also had $200 to go out to eat. I’ve had a house full of food and I didn’t have any. I’ve been in stores cashing out with no worries and I’ve also had to add it up and put things back on the shelf. I’ve paid my bills in full and I’ve had to pay them late too. I’ve given money and I too have had to ask for it. We all have highs and lows in life. Some certainly more than others, but we are all just trying to make it. No one is better than anyone else and my heart is sad for those people who think that they are. No matter how big your house is, how new your car is, or how much money sits in your bank account – we all bleed red and will eventually fade from this earth. Death has no discrimination and neither should your life. Be kind to others. Stop the power tripping. Your oversized ego won’t get you anywhere. Be humble. And keep faith going.

MB Weekly Readers Vote Uncle Bill’s Pancake House “Best Pancakes” In Manhattan Beach:

68% of MB Weekly readers polled voted Uncle Bills Pancake House the “best” pancakes in Manhattan Beach. Operating since 1961, although initially constructed as a house before the turn of the century, the building that now is Uncle Bill’s Pancake House remains primarily unchanged. It continues to exhibit the charm and nostalgia of the once sleepy and relaxed downtown beach atmosphere. In 1946, Harry Truman was president. The Atomic Energy Commission was established. It was the beginning of The Cold War. The Lost Weekend was awarded best picture. It was also this year that the first business license was issued to what would eventually become Uncle Bill’s in 1961.

Santa Back In Manhattan Beach For Christmas:

Santa Claus will be back in Manhattan Beach this holiday season after a couple of years of COVID-19 restrictions that made it difficult for kids to crawl up on his lap and make their case that they’ve been good boys and girls over the last year. Visits and pictures with Santa are at the heart of many families’ holiday traditions, but the coronavirus pandemic gave them a lump of coal. Malls and other places took social distancing measures in both 2020 and 2021 to help contain the spread of the virus, moving Santa meet-ups largely online. Virtual visits are still an option in many places, but there’s nothing quite like seeing jolly old St. Nick live and in person. In Manhattan Beach, kids have several chances: Not just kids can meet Father Christmas, take your pet to meet Santa every Monday from November 18 to December 24 at Manhattan Village. Reservations are required and for more information visit the shopping center’s website. Santa will also be available for families to get photos at Manhattan Villiage until Christmas Eve. For more info and to view a schedule as well as make a reservation, check out the shopping center’s website.

The Kettle

The annual Thanksgiving dinner at the Kettle in Manhattan Beach is nothing less than extraordinary. How they produce that entire, overflowing meal for that price is baffling. The quality remains first-class. The Kettle doesn’t seem interested in taking shortcuts like many restaurants have post-COVID. They’ve been doing it right for decades and seem unwilling to change. 20 OBSCURE AND INTERESTING FACTS ABOUT MANHATTAN BEACH:

Take A Look Below For 20 Obscure
And Interesting Facts About Manhattan Beach

1. As of the 2010 census, the population was 35,135, and in 2019 the population was estimated to be 35,183.
2. Manhattan Beach is one of the three Beach Cities, along with Hermosa Beach and Redondo Beach within the South Bay region of Los Angeles County.
3. The community is known for a long beach stretching approximately 2.1 miles (3.4 km) and roughly 450 feet (140 m) wide.
4. The climate is unusually moderate because of Manhattan Beach’s proximity to the Pacific Ocean, with an average year-round high temperature of 69.1 °F (20.6 °C) and an average year-round low of 56.4 °F (13.6 °C).
5. The sandy coastal area was likely inhabited by the Tongva tribe of Native Americans. Archeological work in the nearby Chowigna excavation show evidence of inhabitants as far back as 7,100 years ago.
6. The Tongva Village of Ongovanga was located near neighbouring Redondo Beach.
7. It has been mentioned at the Historical Society that the location of a portion of current day Manhattan Beach may have been used as a Native American burial ground.
8. In the mid-18th century, the Portolá expedition was the first European land exploration of present-day California. It traveled north from San Diego to the San Gabriel Valley, Los Angeles Basin, San Fernando Valley, Monterey Bay, and San Francisco Bay.
9. In 1784, the Spanish Crown deeded Rancho San Pedro, a tract of over 75,000 acres (300 km2), to soldier Juan José Domínguez. It included what is today the entire Port of Los Angeles; San Pedro, Los Angeles; Harbor City, Los Angeles; Wilmington, Los Angeles; Carson; Compton; the Dominguez Hills; Lomita; the Palos Verdes Peninsula; Redondo Beach; Hermosa Beach; Manhattan Beach; and Torrance.
10. In 1863, a Scottish immigrant, Sir Robert Burnett, purchased Rancho Sausal Redondo and Rancho Aguaje de la Centinela from Avila’s heirs for $33,000. Ten years later in 1873, Burnett leased the ranch to a Canadian, Daniel Freeman (not the American of the same name, who was the first to file a claim under the Homestead Act of 1862).
11. Burnett returned to Scotland. Freeman moved his wife and three children onto the ranch and started growing various crops. On May 4, 1885, Freeman bought the ranch from Burnett for $140,000. At some point after this the location was informally called “Shore Acres.”
12. George H. Peck owned the land that became part of the north section of Manhattan Beach. A coin flip decided the town’s name. Around 1902, the beach suburb was named “Manhattan” after developer Stewart Merrill’s home, the New York City borough of Manhattan.
13. “Beach” was appended to the city’s name, in 1927, at the behest of the postmaster.
14. Upon the city’s incorporation in 1912, Peck divided out a two-block area for minority residents on the beachfront. The Bruce family bought some of the area and developed it into the first beach resort for Black Americans in southern California, Bruce’s Beach.
15. In the 1920s, the Ku Klux Klan began violently harassing the resort’s visitors, the Bruce family, and four other Black families that bought lots. In 1924, the city used eminent domain to seize the land from the Black property owners under the pretense of building a park.
16. In 2021 California Governor Gavin Newsom, ordered by law to begin procedures for immediate restitution of property to descendants of the family.
17. The land in Manhattan Beach was formerly sand dunes. During the 1920s and 1930s, Kuhn Brothers Construction Company leveled uneven sandy sites and some excess sand was sold and shipped to Waikiki, Hawaii, to convert their reef and rock beach into a sandy beach.
18. The sand was also used to build the Los Angeles Coliseum and portions of the Pacific Coast Highway.
19. The McMartin preschool trials, allegedly an example of day care sex abuse hysteria, started with investigations of a Manhattan Beach preschool in 1983. The trials ran from 1987 to 1990 and resulted in no convictions. HBO dramatized this case in the Emmy-winning Indictment: The McMartin Trial, which was partially filmed in Manhattan Beach.
20. The Manhattan Beach Historical Society is now in charge of preserving the history of the city.

MB WEEKLY:
Reader Questions To
MB Mayor Steve Napolitano

Q: Dear Mayor, I’m told that you were opposed to a proposal made by one of the City Council to hire private security guards in the downtown area while the Police Department is finally trying to staff up fully. Why have you opposed, Mayor? —- Darren T., Manhattan Beach

A: It wasn’t just me who opposed it, it was opposed by all but one Councilmember and our Police Chief as well. As explained by the Chief at our last council meeting, Beverly Hills is the only city doing this due to several circumstances unique to that city that we don’t have here. It’s also very expensive and raises a number of liability issues and they would have no authority to issue citations or make arrests like police do. And don’t forget that we currently have private security folks downtown to act as added eyes and ears for our police – they’re the folks you typically see at our big public events and we’ve contracted for a number of them to act as roving “ambassadors” downtown and the north end. The only real difference between our “ambassadors” and armed private security is that the latter can carry a gun. That’s nice, but as Mayor Pro Tem Montgomery pointed out, plenty of banks have private armed security and they still get robbed. And as much as I want added security, I’m not looking for a shootout in the middle of our downtown, especially with folks with less training than police officers have for that situation. Instead, we’ve increased our bike and foot patrols downtown with real police who can issue citations and make arrests when needed. And that’s where I’d rather spend the money – on real police instead of armed security with who knows what kind of background or training. In fact, recently I brought forward and Council agreed to add 5 additional police over hires to increase our force. And as we search for those officers, which does take time, I made the suggestion the other night that instead of private armed guards, we should contact the Sheriff’s Department and see about contracting with them for additional officers for the next several months until we fill our own positions. It could be more cost effective than private armed security and more effective overall given that they can make arrests and issue citations too. We’re waiting for a report back from staff on that and hopefully we can move forward with what I consider a much better solution than private armed security.

MB WEEKLY – RESTAURANT REVIEW:
By Darby Winston

Smashburger

I visited a burger joint called Smashburger in the Manhattan Village mall for the second time, and honestly, I don’t know how this place can remain in business. Both times I have visited, there has been no one there. In my opinion, the Turkey burger was good but overpriced; at over $8, the French fries were extraordinarily forgettable, and they wanted to charge $7 for a slight chocolate shake which I passed on. The staff was pathetic, even by fast food standards. They seem apathetic and inhospitable. If this business is there in six months, I’ll be surprised.

Corrie Zupo in front of her El Segundo home. USC’s Environmental Justice Research Lab is studying the impacts of hydrogen sulfide exposure among El Segundo residents after the July 2021 Hyperion spill, starting with a survey. The goal, per the resident who initiated this with USC, Corrie Zupo, is not just about El Segundo and Hyperion, but to urge the California Air Resources Board to update its standard for safe H2S exposure of 3 parts per million for one hour that hasn’t been changed since 1969.

WHAT ARE SOME LESSONS YOU LEARNED FROM THE CAMPAIGN?

** “Since our elections are now held in November with the general elections, I believe our hometown elections are a bygone relic of yesteryear with our City Council elections taking on the characteristics of partisan elections including Political Action Committees, Independent Expenditures, Union Endorsements and, of course, local or regional party endorsements. I do think we will continue to see qualified candidates being elected to our City Council. Hopefully, we will see greater community engagement in City matters.” —- Mark Burton, former MB Mayor

** I haven’t been a candidate in the last two City Council elections. However, here is my most important lesson learned as a former two-term MB Councilmember/Mayor: As a two-term Councilmember/Mayor the most important campaign lesson learned was to go door to door (knock on as many doors as possible) and listen to our residents’ concerns. This is essential not only to be successful in the election, but also when elected and serving. Our residents’ input is imperative in improving the quality of life and public safety of our community, and in fostering open, inclusive and transparent government. —- Wayne Powell, former MB Mayor

** Running in this election was a tremendous learning experience, far above anything you can learn in a class. Hands-on, upfront exposure with no safety net while people judge your knowledge, sincerity, and leadership qualities is what you sign up for. The responsibility you share in meeting the public’s expectations based on the time they are willing to listen to you weighs heavily on your delivery. It’s exhilarating. A vote is such a sacred instrument for Americans. The most challenging part of this election was the need for more focus on new ideas. The political infighting overwhelmed the tone given the new well-organized, funded voices of partisan groups. As a result, most forums needed to address or provide more time to expose the facts facing our community today comprehensively. It was frustrating not to be able to address many issues foundationally, given my decades of experience. This election was about telling your base what they wanted to hear rather than what needed to be said. I didn’t do that and paid dearly for it. Nonetheless, the voters got it right, and our authentic modern beach culture prevailed against the pedantic worn-out themes of partisanship. I pledge my part to keep that alive. —- Stewart Fournier, MB city council candidate

** The best person doesn’t always run. The best person doesn’t always get elected. —- Phil Cook, veteran financial advisor
