CITY COUNCIL CANDIDATE
MARK BURTON:

Q: In hindsight, do you regret supporting Measure A?
A: Yes, I do. I will always listen to the residents of our community. My big takeaway from the Measure A election is our residents want a School Board that they can trust to be fiscally prudent and a School Board that will keep teacher political agendas out of the classroom before they will consider approving a parcel tax.

Q: Do you think our crime situation is the worst in recent memory?
A: Yes, the crime situation is the worst it’s ever been in recent memory. Unfortunately, it is only going to get worse if we don’t hire more patrol officers. The presence of a police officer is the most effective deterrent to preventing crime. Simply put, more police equals less crime. To keep our community safe, we can’t afford to have a police force for yesterday’s crime when we need a force for today and tomorrow’s greatly increasing crime. We need more police for regular foot beat patrols in Downtown MB, North MB/El Porto and our MB Mall and more police for increased patrols in our neighborhoods.

Q: Do you have a plan to address the crime situation?
A: Yes. My plan for dealing with the significant increase in crime is to hire more patrol officers. A lot more. For years now, we have been getting by with a force of only 65 sworn officers or so. That’s why you don’t regularly see police officers in Downtown MB, North MB/El Porto, the MB Mall or in some of our neighborhoods. That’s one of the reasons why Pasha Jewelers was targeted for a armed robbery at gunpoint. These eleven perpetrators knew there wouldn’t be any police officers in Downtown MB on an early Friday evening. Incredible! Well, that needs to change, sooner than later. We need to begin ramping up in the next 3 to 5 years to a force of 80 total police officers, with more patrol officers, foot beat officers and the creation of a Special Problems Unit for enhanced and targeted patrol and enforcement. Specifically, we need 10 more permanent police officer positions and 5 overhire positions. I believe it is a smart investment to keep us safe.

Q: Who is responsible for addressing the crime situation?
A: City Council, of course. For years, we have had the same City Councilmembers circulating back, again and again, with the same tired and dated ideas. When I served as Mayor, it was the first time in years that we authorized the hiring of more police officers and we approved the innovative and highly successful Automated License Plate Reader Security Camera program that resulted in the arrest of over a hundred wanted felons. I am the Public Safety Candidate we need. As general counsel to the LAPD when Rick Caruso was President of the Police Commission and Bill Bratton was Chief of Police, LAPD drove down crime to historic lows, all the while implementing historic police reforms. I was the lead negotiator for the LAPD Consent Decree that brought those reforms to LAPD. As general counsel to the Airport Police, when James T. Butts was Deputy Director of Safety and Security, the LAX Police rose to become the #1 airport police department in the nation while reducing crime. As a former Prosecutor, I know the importance and value of prosecuting misdemeanors, the quality of life crimes, to maintain law and order in a community. We can, and should, have our own City Prosecutor. Now, not later.

Q: What is your favorite movie?
A: I have several favorite movies of all time with “Top Gun, Maverick” being the most recent. What a great start to this summer’s movie season. I saw it on opening day with two of my sons. And, I saw it a second time with my wife Dickie.

Q: What pronouns will you use if elected?
A: When elected, there will be no woke for me. Partisan politics has no place on the Manhattan Beach City Council, unless you want to be divisive. I think our residents have had enough of divisive partisan politics on Council.

AS A 9/11 MOMENT FOR MANHATTAN BEACH

A recent poll of MB Weekly readers (according to best practices standard of opinion polling) found that approximately 73% of all MB weekly readers would define the recent smashing grab burglary in the downtown Manhattan Beach area as a 9/11 moment for this city. “I’ve been living here for over 50 years and never seen anything close to as bad as I witnessed that Friday night. It was truly surreal!” said one prominent Manhattan Beach resident and downtown business owner. On Friday, June 26th, Pasha Jewelry in downtown Manhattan Beach was brazenly robbed by 12 men in a coordinated attack. Thus far no suspects have been named. “I continue to believe that the downtown area is significantly under-policed and remains very vulnerable,” said the business owner.

Over the past 7 years, MBUSD has lost over 1,000 students. Seven years ago, 92% of MB students attended MBUSD. Today, that number is less than 74%. 1,000 students represents $12 million in lost revenue per year. These are lost funds that could be going towards teachers’ salaries, school programs, and upgrading facilities. My plan is to: 1) Bring the 1,000 families back to MBUSD. 2) Protect the Taxpayers by fixing past fiscal mistakes and get our Budget in order with professionals. 3) Fix Long Overdue School Safety.

Q: Was there one incident that made you decide that this was the right time to run?
A: I do not feel the educated, compassionate, inclusive, and friendly people of Manhattan Beach are being represented in a fashion that promotes the true social values we all have been a part of for as long as I have lived in the City. There are numerous instances that have contradicted these values and I will not highlight just one thereby making it paramount.

Q: Do you think of yourself as a “proud progressive”?
A: Partisan politics is dividing us like never before. I don’t know if I even believe in a two-party system anymore.

Q: Are you in favor of defunding or re-imagining the police?
A: My perspective may be a bit biased since I have spent hundreds of hours volunteering with the Police Department patrolling our city. I do not believe in defunding the Police. With that said, let me offer that Police culture has changed over the years and I think it will continue to change for the better. I feel that our Department is very responsive to our community.

Q: Do you think Manhattan Beach is a systemically racist city?
A: When Senator Steven Bradford asked when Manhattan Beach is “going to come out from underneath its rock” at the deed transfer ceremony wherein there was no formal representation from our City it was alarming. Senator Bradford championed the deed transfer bill in the California legislature with absolutely no opposition from any other party or individual representative in the State. Having our County Supervisor validate his statement by standing next to him in agreement at the ceremony was also striking. Yes, I was there as was Councilperson Hildy Stern. No other Councilperson, or candidates attended. Manhattan Beach is not a racist city! However, you have to ask yourself what have we done to combat or contribute to that image? Currently, our image as a racist city is in question. Just ask anyone outside of the City. Yes, I am very upset about it.

Q: What is your favorite movie of all time?
A: A movie starring Paul Newman called “Blaze” that I have a copy of but no longer have a VHS player to watch it.

Q: If elected, would you use pronouns?
A: No only because no matter how many times I ask it just doesn’t work for my speech pattern.

“I am a single woman, 45 years old, living in Playa del Rey with my dog, who has loved visiting Manhattan Beach over the last 12 years. Five to 10 years ago, when I visited the downtown area of Manhattan Beach, I had vivid memories of seeing police everywhere. Some on horseback, some on bikes, talking to people, present, friendly, and most importantly, several, not one. In the last few years, since the beginning of COVID, I have seen a radical change with no police officers ever present downtown. I have probably been to the downtown area of Manhattan Beach 100 times in the last three years. I cannot count one police officer that I’ve seen. I’ve been quite surprised to read the new Police Chief’s ‘happy talk’ about how policing downtown has been increased because I’m yet to see one over many, many, many visits.”

Beyond Meat South Bay COO Arrested, Accused Of Biting Man’s Nose:

The Chief Operating Officer of the El Segundo-based vegan meat company Beyond Meat was arrested on suspicion of battery stemming from accusations that he bit a man’s nose after a college football game in Arkansas on Saturday. According to the Washington County Sheriff’s Department, Douglas Ramsey, 53, was arrested on suspicion of making a terrorist threat and third-degree battery in connection with an incident that happened in a parking garage near Razorback Stadium in Arkansas. Witnesses reported to the police that Ramsey allegedly punched through the back windshield of another man’s Subaru and then punched and “bit the owner’s nose, ripping the flesh on the tip of the nose,” according to the Washington County Sheriff’s Department.

Q: Do you politically categorize yourself as a proud progressive?
A: No, I don’t. People know that I am a Democrat (since I ran for the State Senate in 2014 and that is a partisan position). I don’t like extremes on either side. The progressive flank of the Democratic party would not claim me. For instance, I’m against retail cannabis. And when I was last on Council, I truly never looked at decisions as left or right; red or blue. It’s the best thing about local government; we actually get to make decisions that make life better for residents. A stop sign benefits both republicans and democrats …

Q: From your perspective, what is the most significant problem facing Manhattan Beach currently?
A: The heat! Just kidding. In addition to public safety, I am concerned about the loss of civility that I notice at Council meetings which is amplified on social media (of course). There has been a proliferation of anonymous email newsletters (not this one) and they often spread fear and disinformation. We need to come together and remember that we all have a story, we all want to feel safe, and at the end of the day, we have to depend on each other. No matter who we vote for.

Q: Has your mind changed in any way on the crime in Manhattan Beach since the brazen smash and grab in the downtown area recently?
A: I’ve always been concerned about public safety. That crime (armed robbery, actually) was truly terrifying. I’m sure it is especially concerning for Downtown Business owners and I’m glad to know that the police have increased foot patrols. I still feel safe walking, shopping, and eating downtown. Crime, especially property crime, happens all over Manhattan Beach, not just Downtown MB. … I encourage people to really watch out for each other in their homes and neighborhoods. Q: What was your biggest lesson from being mayor of Manhattan Beach?
A: Whether it was being a Mayor, Councilmember, or even a School Board Member, I realized you can’t get anything done by yourself. You need to build consensus with your colleagues to create pragmatic, commonsense solutions for the community.

Q: Were you opposed to the recall of controversial District Attorney George Gascon, and why?
A: In general, I’m not in favor of using the recall process to remove a politician; I prefer to wait for the next election. BUT, DA Gascon refused to prosecute misdemeanors and it sure feels like he isn’t doing his job, so I get why people wanted him gone sooner. I have a real problem with some of the laws that have been passed at the state level – like Prop 47 (which wasn’t from the legislature but was a proposition approved by residents) that reclassified certain theft and drug offenses.

Q: Are you in favor of enlarging the MB Police Department?
A: I met with our new police chief, and like Chief Abell before her, Chief Johnson says we are nearing full staffing levels and don’t need to add new positions. If she felt she needed more, I would support funding those positions. I’m not an expert in how to best deploy resources to ensure public safety, but I can tell you before anything else, we all want to feel safe in our homes, on the streets, and in our schools. I’ve always supported officers at the schools, for instance.

Q: What’s your favorite movie of all time?
A: I have so many! We are a big movie/film/tv house. I’d have to say Godfather I & II (I consider them one piece). “Just when I thought I was out, they pull me back in … ”

Manhattan Beach Won’t Trap Coyotes For Now:

Last Tuesday night, coyote supporters invaded Manhattan Beach. They urged the City Council not to catch or kill the creatures, whose presence is rising and who have killed at least two pet cats. Local coyotes are temporarily safe. The Council endorsed a non-lethal plan to remove food sources that have brought coyotes to Manhattan Beach.

Mayor Steve Napolitano broke a 2-2 tie among his council colleagues and voted against trapping the coyote pack, led by a “king and queen” from Redondo Beach.

“This morning at 5:30 a.m. I was on my way to the office. I pulled out of the garage and stopped at the corner of 1st Place and Manhattan Ave. I turned left onto Manhattan Ave. and then noticed a bag or box leaning against the east side of my neighbor’s house. Next to the bag/box was a guy sleeping. I couldn’t believe it, but sure enough, there was an ‘unhoused’ person making himself at home on the sidewalk. When I got to the office, I called the MBPD and heard the dispatcher say he would send a patrol car out. This is the 2nd time in 2-3 weeks that either my wife or I encountered an ‘unhoused’ person sleeping on the street. I wonder where they go to the bathroom. Oh, wait. I know. At my office building a few weeks ago, I found a pile of sh-t and toilet paper lying on the ground between the bushes and the building wall that faces Manhattan Beach Blvd. The police and the city council are aware of this danger, and the council members I’ve spoken with tell me there are policies in place to prevent the SM’ing of MB.”

Let’s be honest, since the pandemic, restaurant service sucks! Establishments have now suckered customers into being their own cashiers and tipping for nothing. I have personally witnessed several people busing their tables in moderately expensive restaurants. The truth is 95% of the time, I never see an owner present, and the manager they have on duty usually looks like someone who last worked in a car wash drying cars and couldn’t keep that job. The other night my girlfriend and I went to Silverlake Raman, a new restaurant in the Manhattan Village. I’ve had much better service at McDonald’s, in bad neighborhoods, no less. Waiting 20-30 minutes or more for food entrees is standard, as is the obnoxious praise by many servers, “thank you for your patience,” as if the customer had a choice. “We visited Mira Costa high yesterday. I was appalled by all the new buildings. New sports fields, etc. The old parts of the school are in shambles. We walked to Paar, an abandoned building near the center of the campus that was so disrepair it was shameful. Windows covered with cobwebs, paint and plaster falling off and walkways of uneven concrete hobbled together with asphalt. It was embarrassing!! So where are the MBSD’s priorities. When our son went there in the ‘90s it was already showing its age. I’m disappointed that the old was not rejuvenated before the new was splashed up.”

New COVID Variant Threatens Your Pets

The start of the latest political campaign season in Manhattan Beach appears to have coincided with the emergence of a new COVID variant, COVID-HDS, which is short for “Coronavirus Disease – Hadley Derangement Syndrome.” Hadley Derangement Syndrome or HDS is usually evidenced by a far left or “woke” mentality that seeks to attack Council member Suzanne Hadley, who is up for re-election, by mischaracterizing and misrepresenting her sterling record of achievement on Council. Recently, on social media, a baseless attack purportedly emanated not from a resident herself but from her two pets, a dog and a cat.

Clearly, COVID-HDS has jumped species, which should be a warning to all pet owners, particularly since the HDS variant’s symptoms, unlike previous variants, are very subtle with the effects being more mental than physical. So if you find yourself wailing uncontrollably whenever you hear one of Ms. Hadley’s common-sense views or if you’re suddenly feeling just a little slower cognitively, have yourself tested for COVID-HDS. If the test comes back positive, immediately quarantine yourself and, above all else, socially distance yourself from your dog or cat and make sure they wear their pet surgical masks to slow the spread.
